OBJECTS
AND PURPOSES OF THE AMERICAN BOARD OF RITUAL CIRCUMCISION
PROFOUNDLY conscious
that the precept of Bris
Milah or ritual circumcision, has, since time
immemorial, been a central tenet of the Jewish faith, from the
very nascence of the Jewish religion;
RECALLING that,
since the days of Abraham our forefather, the practice of Bris
Milah has constituted a sacred and immutable covenant
between the Jewish people and the Creator;
MINDFUL that
the sanctity of life is a peremptory norm of Jewish life and the
body
of Halacha, being the system of ethic-legal principles, rules, practices
and usages which governs every aspect of its conduct;
REAFFIRMING that
the practice of Bris Milah takes place within the
framework of the peremptory Jewish norm of the sanctity of life;
REALIZING that
this requires the exercise of extreme caution in matters relating
to, or impinging upon, the health and well-being of infants upon
whom
Bris Milah is performed;
NOTING with pride
that these principles have been unequivocally endorsed by leading
halachic authorities down through the ages;
DESIRING to
make a positive contribution to the implementation of these principles,
both in letter as well as in spirit;
THE AMERICAN BOARD
OF RITUAL CIRCUMCISION IS HEREBY CONSTITUTED WITH THE FOLLOWING OBJECTS
AND PURPOSES:
1. To
create, disseminate and administer proper standards for the practice
of Bris
Milah in
accordance with sound medical principles, based on the finest
current scientific and medical knowledge.
2. To this end,
to identify and consult with the most outstanding scientific and
medical experts in all relevant fields.
3. To
implement all of this under the strict guidance and control of
a rabbinical
board,
comprising of halachic authorities of the highest caliber.
